To repeal section 656 of the Illegal Immigration Reform and
Immigrant Responsibility Act of 1996, to prohibit Federal agencies
from construing Federal law as authorizing the establishment of a
national identification card, and for other purposes.
SECTION 1. SHORT TITLE.
SEC. 2. REPEAL OF SECTION 656 OF
IIRIRA.
Section 656 of the Illegal
Immigration Reform and Immigrant Responsibility Act of 1996 (5
U.S.C. 301 note) is repealed.
SEC. 3. NO AUTHORITY FOR NATIONAL
IDENTIFICATION CARD.
(a) IN GENERAL- Notwithstanding
any other provision of law, a Federal agency may not construe
Federal law as authorizing, directly or indirectly--
(b) FEDERAL AGENCY DEFINED- For
purposes of this section, the term `Federal agency' means any of
